Masafumi Shinoda
忍田真史
Height: 181 cm He serves as the Headquarters Chief of the Border defense organization, acting as the commander of its defense forces. He leads a faction that prioritizes the peace of the city above all else—a stance focused on neutrality toward Neighbors and prioritizing the interception of threats. Based on the depiction of the operation to seize a Black Trigger, it appears that the Arashiyama Unit serves directly under his command. He was one of the founding members of the original Border—the precursor to the current organization—and is a contemporary of Takumi Rindou, the branch chief of the Tamakoma Branch. Having been looked after by Yuuma’s father, Yuugo Kuga, he takes a personal interest in Yuuma’s well-being. He is a combat powerhouse—widely considered the strongest user of a "normal" (standard-issue) Trigger within Border Headquarters. Given his role as the military commander for the entire organization, he rarely appears on the front lines. Yet, when the situation demands it, he steps onto the battlefield—effectively signaling that he himself is the organization’s ultimate trump card—and unleashes his true strength. While he is now a sensible adult with the composure befitting his age and position, Commander Kido, who knew him in his youth, describes him as having been a "mischievous brat." He is the object of affection for Kyouko Sawamura, his assistant and right-hand woman.
